Regardless, their stockholders have got to be very upset, their customers disappointed and their dealers P.O.'d.
Toyota did a great job of managing perceptions for years by hiding known problems and not telling customers they fixed them when they came in for service and maintenance. NHTSA caught them doing this stuff and fined them. I'm not sure quality has changed - problems just get reported now.

If you sell 100,000 cars and there's an issue that only effects 10% of the cars... and if you issue full recall, the 90% who aren't having problems will show up and demand that they're cars be repaired or the part be replaced...even though there is no need (why not? it's free).
If, on the other hand, you issue a 'silent recall', the company agrees to pay for and fix the car if there is a problem, but only those that are having the problem.
If you expect ever minor issue (ones that effect only 10% of cars, for example) be covered under a major recall, the cost of your cars would jump by $2000 or more.
It's a very sound business model and to do otherwise would be disastrous to the companies.

I have been told by the dealer that the Camry vehicles manufactured in Japan (VIN begins with a J) have a different accelerator pedal than the ones manufactured in the USA and there have been no problems with that pedal. There is still a recall on the floor carpeting and mats and pedal length. Is this correct? The dealer also told me that my daughter's 07 Prius is not under recall, but Toyota's web site states that the 07 prius is affected by recall 90L. The dealers don't even know what is going on.

There are three issues.
Mat recall
Pedal shaving recall
Pedal sticking recall
The TCH (no matter where it was manufactured) is NOT part of the pedal sticking recall. If it is (down the road), you'll be notified.
You can log into Toyota's web site, enter your VIN and you can see if there are any recall notices, or not.
The TCH is part of the mat recall as well as the pedal shaving recall, but not the pedal sticking recall.
