So I'm curious now, what good does releasing oil from the strategic reserve do when 8% of our already-overtaxed refinery capacity is currently offline due to evacuations of the workers? I'm going to say... probably nothing?

The oil that "might be" released from the SPR is to replace the crude that might not be able to be delivered from the damaged/shutdown Gulf platforms - nothing more than that.
What it accomplishes is to allow the refinery capacity to remain constant.
