I have noticed the same exact thing. What is the difference if I am riding alone in my fe vehicle rather the people who get on the carpool with other non licensce drivers (children teens etc).

HOV stickers are good for any carpool lane regardless of how many people you have in your car. You can use the I 10 during peek hours. That sign (3 people or more) is for non HOV cars. Use the diamond lane as much and as often as you want. That is what the stickers are for.

If you pay attention to all hov signs on the I10 it doesn't specify clean air vehicles with permit as other freeways do.

None of the HOV signs in the Bay Area mention any clean air/hybrid vehicles.
