Before jumping to conclusions and buying expensive parts, I recommend doing the following (Source: service manual):
  1. Check the coolant level in the hybrid cooling system reservoir.
  2. Inspect the hybrid cooling system radiator for debris or obstruction, or restricted or misrouted
    coolant hoses. Verify coolant can flow through the hybrid cooling system radiator and the hybrid drive motor generator power inverter module.
  3. Inspect for proper operation of the 2 hybrid system coolant pumps. Check the COOL PUMP 15A fuse and the COOL PUMP relay. You can disconnect the the connector of each pump and measure 12V across the pigtail contacts.
  4. Check for proper operation of the cooling fans. Is your engine temperature normal?
  5. The last step is to check the power inverter module (PIM) cooling surface for corrosion or restriction.

There are two (2) pumps in series. They are both turned on by the ECM through a single gray relay.

Is the coolant bottle full? The engine and Inverter/APM share a plastic reservoir but it has a separator.

Kinked hose?

If pumps are running, you can hear them for about 10 seconds after turning the vehicle OFF and removing key.

So apparently it is a relay in the fan circuit not cutting the cooling fans on correctly. They would work then not work, so They have ordered part and should have my ride back tomorrow. Thank you guys.
