2007 Camry low MPG

Hi everyone I'm thinking about buying a 2007 camry hybrid with 136k miles. It's very clean and everything seems to be working great on it.
My only concern is that the mpg setting on the guage cluster says that its only getting 14mpg. After I test drove it a few miles the mpg went up to about 15 mpg. The dealer said its normal for the mpg to be low because its been sitting at the lot for a while and has only been driven as far as around the block for the last few weeks.
I dont know much about hybrids but does this sound right? Would it be displaying lower mpg because its spent more time running in the lot instead of being driven longer distances? Seems a little shady to me.
Thanks everyone!

Don't buy it unless you're prepared to drop $3000-4000 on a new hybrid battery in the next 90 days. No, I'm not saying that's a certainty, but all Camry's I've seen have failed between 133 and 185K miles, and it's a risk.

Used 100K+ hybrids are rarely good values. All of the benefit has been had by previous owners (gas savings vs. cost of acquisition/ownership), and your likelihood of big ticket repairs in the short term is dramatically higher. Combine that with the higher complexity and dual propulsion systems with more failure points, and your risk is much higher.
